Microsoft reserve 20% of your available bandwidth for their own purposes(suspect for updates and interrogating your machine etc..)
Here's how to get it back:
Click Start-->Run-->type "gpedit.msc"
Click Start-->Run-->type "gpedit.msc"
This opens the group policy editor.
Then go to:
Local Computer Policy-->Computer Configuration-->Administrative Templates-->Network-->QOS Packet Scheduler-->Limit Reservable Bandwidth
Local Computer Policy-->Computer Configuration-->Administrative Templates-->Network-->QOS Packet Scheduler-->Limit Reservable Bandwidth
Double click on Limit Reservable bandwidth. It will say it is not configured, but the truth is under the 'Explain' tab :
"By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default."
So the trick is to ENABLE reservable bandwidth, then set it to ZERO.
This will allow the system to reserve nothing, rather than the default 20%.Works on XP Pro and 2000.

Thanks MAN! I hope it will improve my Internet speed. Though I set value to 1 insted of 0 as suggested by you. I think we should pay respect Microsoft also. If there is anything else can improve my internet speed in VISTA ULTIMATE 32bit please let me know.
First, gpedit.msc is not avilable in Vista.
Second, just as in Win XP this doesn't do diddly unless updates are running. Otherwise the bandwidth is 100% available.
After 12+ years of PC support it is "tricks" like this that lead to more problems for me to fix.

Actually i'm running Vista Ultimate and yes it does have the group policy editor. . just go to search box and type gpedit.msc and there it is! You idiots that say vista doesn't have this must be too dumb to type gpedit.msc in the search box in the start menu. . thanks for the tip tho man!

I have Vista Ultimate and I found the gpedit.msc just like he said, and actually it appeared in the Program menu.
